Ecology’s Voluntary Cleanup Program: A New
Property-Specific Option
The Voluntary Cleanup Program (VCP) is one of several options for cleaning up a contaminated site under the Model Toxics Control Act. Under this option, an applicant may perform an independent cleanup and request services from the Department of Ecology for a fee. These services may include technical assistance on how to meet cleanup requirements and written opinions on whether the cleanup meets those requirements. Ecology may provide different opinion letters to an applicant depending on the circumstances of the site. Recently Ecology has decided to offer opinion letters on a property-specific basis. This discussion will review the new process for getting feedback on your independent cleanup from the VCP, including a discussion of the new property-specific opinion letters.

Ms. Anderson works primarily in the Hazardous Waste Management and Cleanup Section of the Ecology Division of the State Attorney General’s office. As part of her practice Ms. Anderson negotiates and enforces consent decrees and agreed orders that require cleanup of sites contaminated with hazardous substances. Ms. Anderson is also the Lead Attorney for the Department of Ecology’s Voluntary Cleanup Program.
